  Japan has repeatedly expressed the feelings of deep remorse and heartfelt apology for its actionsduring the war. In order to manifest such feelings through concrete actions, we have engraved inour hearts the histories of suffering of the people in Asia as our neighbours: those in SoutheastAsian countries such as Indonesia and the Philippines, and Taiwan, the Republic of Korea andChina, among others; and we have consistently devoted ourselves to the peace and prosperity ofthe region since the end of the war.

  我国对在那场战争中的行为多次表示深刻的反省和由衷的歉意。为了以实际行动表明这种心情,我们将印尼、菲律宾等东南亚国家以及台湾、韩国、中国等亚洲邻居人民走过的苦难历史铭刻在心,战后一直致力于这些国家和地区的和平与繁荣。

  Such position articulated by the previous cabinets will remain unshakable into the future.

  这些历代内阁的立场今后也将是坚定不移的。

  However, no matter what kind of efforts we may make, the sorrows of those who lost their familymembers and the painful memories of those who underwent immense sufferings by thedestruction of war will never be healed.

  不过,即使我们付出多么大的努力,失去家人的悲哀和在战祸中饱受涂炭之苦的记忆也决不会消失。

  Thus, we must take to heart the following.

  因此,我们要将下述事实铭刻在心。

  The fact that more than six million Japanese repatriates managed to come home safely after thewar from various parts of the Asia-Pacific and became the driving force behind Japan's postwarreconstruction; the fact that nearly three thousand Japanese children left behind in China wereable to grow up there and set foot on the soil of their homeland again; and the fact that formerPOWs of the United States, the United Kingdom, the Netherlands, Australia and other nationshave visited Japan for many years to continue praying for the souls of the war dead on both sides.

  超过六百万人的战后回国者从亚洲太平洋的各地总算平安回国,成为重建日本的原动力。在中国被残留的接近三千人的日本儿童得以成长,再次踏上祖国土地。美国、英国、荷兰、澳大利亚等国家的被俘的人们,长期以来访问日本,祭奠双方的战死者。

  How much emotional struggle must have existed and what great efforts must have beennecessary for the Chinese people who underwent all the sufferings of the war and for the formerPOWs who experienced unbearable sufferings caused by the Japanese military in order for them tobe so tolerant nevertheless?

  饱尝战争痛苦的中国人、以及曾经被俘并遭受日军施加难以忍受痛苦的人做得如此宽容,他们内心的纠葛究竟多么大,付出的努力又是多么大?

  That is what we must turn our thoughts to reflect upon.

  我们必须将此事挂在心上。

  Thanks to such manifestation of tolerance, Japan was able to return to the internationalcommunity in the postwar era. Taking this opportunity of the 70th anniversary of the end of thewar, Japan would like to express its heartfelt gratitude to all the nations and all the people whomade every effort for reconciliation.

  战后,如此宽容的胸怀使得日本重返国际社会。值此战后七十年之际,我国向致力于和解的所有国家、所有人士表示由衷的感谢。

  In Japan, the postwar generations now exceed eighty per cent of its population. We must not letour children, grandchildren, and even further generations to come, who have nothing to do withthat war, be predestined to apologize. Still, even so, we Japanese, across generations, mustsquarely face the history of the past. We have the responsibility to inherit the past, in allhumbleness, and pass it on to the future.

  现在我国国内战后出生的一代已超过了总人口的80%。我们不能让与战争毫无关系的子孙后代担负起继续道歉的宿命。尽管如此,我们日本人要超越世代,正面面对过去的历史。我们有责任以谦虚的态度继承过去,将它交给未来。

  Our parents' and grandparents' generations were able to survive in a devastated land in sheerpoverty after the war. The future they brought about is the one our current generation inheritedand the one we will hand down to the next generation. Together with the tireless efforts of ourpredecessors, this has only been possible through the goodwill and assistance extended to us thattranscended hatred by a truly large number of countries, such as the United States, Australia, andEuropean nations, which Japan had fiercely fought against as enemies.

  我们的父母一代以及祖父母一代在战后废墟和贫困深渊中维系了生命。他们带来的未来是可以让我们一代继承,且交给我们下一代。这不仅是前辈们不懈努力的结果,也是曾经作为敌国激烈交火的美国、澳大利亚、欧洲各国以及许多国家超越恩仇提供善意和支援的结果。

  We must pass this down from generation to generation into the future. We have the greatresponsibility to take the lessons of history deeply into our hearts, to carve out a better future,and to make all possible efforts for the peace and prosperity of Asia and the world.

  我们必须将此事告诉未来的一代。将历史的教训深深地铭刻在心,开拓更加美好的未来,为亚洲及世界的和平与繁荣而尽力。我们担负着这一重大责任。

  We will engrave in our hearts the past, when Japan attempted to break its deadlock with force.Upon this reflection, Japan will continue to firmly uphold the principle that any disputes must besettled peacefully and diplomatically based on the respect for the rule of law and not through theuse of force, and to reach out to other countries in the world to do the same. As the only countryto have ever suffered the devastation of atomic bombings during war, Japan will fulfil itsresponsibility in the international community, aiming at the non-proliferation and ultimateabolition of nuclear weapons.

  我们继续将谋求以实力打开僵局的过去铭刻在心。正因为如此,我国继续奉行的是,任何争端都应该尊重法治,不是行使实力而是以和平与外交方式加以解决的原则。这是我国今后也将坚持并向世界各国推广的原则。我国作为经历过原子弹轰炸的唯一国家,追求实现核不扩散和彻底销毁核武器,在国际社会上履行自己的责任。

  We will engrave in our hearts the past, when the dignity and honour of many women wereseverely injured during wars in the 20th century. Upon this reflection, Japan wishes to be acountry always at the side of such women's injured hearts. Japan will lead the world in making the21st century an era in which women's human rights are not infringed upon.

  我们继续将在二十世纪的战争期间众多女性的尊严与名誉遭受严重伤害的过去铭刻在心。正因为如此,我国希望成为一个国家要时刻体贴女性的心。我国将在世界领先努力将二十一世纪成为不让女性人权遭受侵害的世纪。

  We will engrave in our hearts the past, when forming economic blocs made the seeds of conflictthrive. Upon this reflection, Japan will continue to develop a free, fair and open internationaleconomic system that will not be influenced by the arbitrary intentions of any nation. We willstrengthen assistance for developing countries, and lead the world toward further prosperity.Prosperity is the very foundation for peace. Japan will make even greater efforts to fight againstpoverty, which also serves as a hotbed of violence, and to provide opportunities for medicalservices, education, and self-reliance to all the people in the world.

  我们继续将区域经济集团化促发纠纷萌芽的过去铭刻在心。正因为如此,我国努力发展不受任何国家恣意影响的自由、公正、开放的国际经济体制,加强对发展中国家的支援,牵引走向更加繁荣的世界。繁荣才是和平的基础。应对暴力温床的贫困,为全世界所有人享受医疗和教育以及自立的机会而做出更大的努力。

  We will engrave in our hearts the past, when Japan ended up becoming a challenger to theinternational order. Upon this reflection, Japan will firmly uphold basic values such as freedom,democracy, and human rights as unyielding values and, by working hand in hand with countriesthat share such values, hoist the flag of “Proactive Contribution to Peace,” and contribute to thepeace and prosperity of the world more than ever before.

  我们继续将我国曾经当过国际秩序挑战者的过去铭刻在心。正因为如此,我国坚定不移地坚持自由、民主主义、人权这些基本价值,与共享该价值的国家携手并进,高举“积极和平主义”的旗帜,为世界的和平与繁荣做出较之以前更大的贡献。

  Heading toward the 80th, the 90th and the centennial anniversary of the end of the war, we aredetermined to create such a Japan together with the Japanese people.

  我们有决心,面向战后八十年、九十年以及一百年,与我国国民各位共同努力建设如上所述的日本。
